Cyberdiplomacy: Strategies and Practices for Ukraine, Europe and the World

On November 28, 2024, Deputy Minister for Foreign Affairs of Ukraine Anton Demokhin opened the scientific and practical roundtable “Cyber Diplomacy: Strategies and Practices for Ukraine, Europe and the World” and took part in the discussion of the issues on its agenda. In his speech, Mr. Demokhin thanked the National Academy of Sciences of Ukraine and our partners from higher education institutions, scientists and experts for their active and creative participation in the development and research of cyber diplomacy, and focused the participants' attention on the consideration of proposals from the scientific and academic community to the draft Strategy of Cyber Diplomacy of Ukraine.  

The participants of the roundtable agreed to take the draft Strategy as a basis, further elaborating its provisions in detail at the following scientific sessions. Scientists and experts also touched upon issues related to the cyber sphere, including the role of cyber diplomacy in countering anti-Ukrainian propaganda, developing its potential in ensuring Ukraine's interests in international public communications, using cyber diplomacy to strengthen economic and gender security in the EU and Ukraine, as well as the experience and prospects for introducing the discipline “Fundamentals of Cyber Diplomacy” in Ukrainian higher education institutions. 

The results of the Roundtable will be published in the form of an electronic collection of materials. The authors of scientific articles also have the opportunity to publish their materials in a number of specialized Ukrainian scientific journals.

The program of the Round Table includes speeches by prominent politicians, scholars and experts, and professional discussions of topical issues:

  • The objective of this discussion is to present the scientific and practical vision of the Strategy of Cyberdiplomacy of Ukraine, as well as to develop recommendations for its promotion.

  • Formation of norms of behavior of states in cyberspace.

  • Cyber dialogue as a tool for protecting national interests, building trust and cooperation in cyberspace.

  • Cybersecurity of critical infrastructure facilities: Protection of national interests.

  • Fighting cybercrime: A global response.

  • Countering disinformation and propaganda in cyberspace: Strategies and tools.

  • The potential of public-private partnerships in cyber diplomacy: joint approaches of governments, businesses and civil societies to address global cyber threats.

  • The role of civil society in promoting cybersecurity and Internet governance.
